Rio Creates Public Tracking System for R$ 1.8 Billion Transport Spending

The Assembleia Legislativa do Estado do Rio de Janeiro passed Projeto de Lei 789/2026 on 7 July. The measure sets up an online tracker for all state-funded transport contracts and mandates quarterly public reports on project status and expenditures. It directly covers bus, train and ferry services used by commuters in the Zona Norte, Baixada Fluminense and Niterói.

The legislation follows the state budget approval in December 2025, which set aside R$ 1.8 billion for mobility projects through 2027. Recent delays on the Linha 4 extension and ferry terminal upgrades in Guanabara Bay have prompted calls for greater transparency from transport users who rely on these routes for work and school.

Effects on daily commutes and household costs

Residents in Complexo do Alemão and Madureira will see the first reports posted in October. The tracker must list contract amounts, completion dates and any cost overruns for the BRT corridors and the Supervia rail network. Local advocates note that clearer data could help families plan around service changes that currently add 30 to 45 minutes to morning trips.

Policy analysts say the reporting rules also apply to fare subsidy contracts. Any adjustment to the R$ 4.70 integrated fare would require an entry in the system at least 60 days before implementation, giving riders advance notice of changes that affect monthly transport budgets.

Next steps for implementation

The state transport secretariat must launch the public portal by 1 August. Quarterly updates will be reviewed by the ALERJ transport committee, with the first formal hearing scheduled for November. The government says the policy will allow residents to monitor whether projects funded under the 2025 budget reach the 12 municipalities listed in the legislation.
